Rights-Based Ordinances

Over 100 Pennsylvania communities have passed rights-based ordinances protecting community health, safety, and welfare by prohibiting harmful activities that would violate the community’s rights. Those activities include fracking, factory farms, toxic injection wells, and the spreading of municipal sewage sludge on farmland, among others.PACRN works with CELDF to draft rights-based ordinances that establish Community Rights – such that communities are empowered to protect the health, safety, and welfare of their residents and the natural environment, and establish environmental and economic sustainability.
